Minutes of the meeting of the Council held on

Monday 26 July 2010 from 7.30p.m. in Darley Memorial Hall

 

1007/1       Present:  Cllrs J Austin (Chairman), D Dickinson,  P Flynn,  D Hullah,  K Hardcastle,  
G Middleton, County Cllr J Fort,    Mrs S Welch (Clerk)  and 4 members of the public

1007/2       Apologies: Cllr J Anderson,  Borough Cllr L Ellington

1007/3       Declarations of Interest:  None

1007/4       Public Statements  
A member of the public (a boy scout) addressed the Council regarding the possibility of leading a volunteer project.  This would help the community and also allow the scout to develop his leadership skills and gain promotion to Eagle Scout.

The Council thanked him for his offer and agreed to discuss the possibility of finding a suitable project,
 while taking account of insurance and Health and Safety issues.  Cllr Fort also suggested that
he may be able to help via NYCC. Clerk to liaise with scout re progress.   

 

1007/5       Minutes of Meeting held on 28 June 2010  were approved

 

1007/6       Clerk’s Report :  Updates on on-going matters had been circulated

Photos were taken and it was agreed that basic biographies of all councillors who had not submitted them would be created so that the web page of councillor information could e completed.

1007/7       Highways

a.       Parking on Main Street around Nidd Lane and Stumps Lane

Report from Sgt Turner still awaited.

b.       Other highway matters

It was reported that the road surface on Menwith Hill Road between Stumps Lane and Lollybogs was in very poor condition.  Cllr Fort commented that money for road repairs was not now available so repair work would be at a premium.                             Clerk to report to Highways

 

1007/8       Footpaths    

a.       Footpath / stile accessibility
The Clerk had written to the other landowner involved with the Station Road stile and was awaiting a response. The Ranger had made contact with one landowner of other stiles and was contacting another as some were on shared walls.

1007/9       Village Maintenance

a.       General maintenance by the Parish Caretakers was continuing, with footpaths cut back and tidying being carried out.  The replacement seat at bottom of Walker Lane would be installed in July.

1007/10    Reports

a.       YLCA Branch Annual Meeting  17 July

Councillors had been unable to attend this meeting. It was noted that it was inquorate and adjourned until 24 July.

b.       RAF Menwith Hill Change of Command  (J Austin)

Cllr Austin had represented the Council at the Change of Command Ceremony on 14 July. The Council extended a warm welcome to the new Commander, Colonel Michelle Clays, and hoped that she would enjoy her time in Nidderdale.

c.       Darley Playing Fields Association (P Flynn)

Cllr Flynn reported that the refurbishment of the pavilion was underway so that it should be in much better condition for the winter. Increased use was expected, by Nidd United and Pateley Bridge football clubs. Discussions with NYCC Youth Service would be renewed when new youth worker was in post in August.

 

1007/11    Finance

a.       Cllrs Hardcastle and Flynn reported that they had carried out the agreed internal checks and that all was satisfactory. The Clerk was to be commended on the files which were presented in a manner very organised and easy to follow.

b.       The monthly budget for June 2010 had been circulated and was approved by the Council.          

 

 

c.       Receipts and Payments were approved as follows:

d.       Commuted Sums Update.  Clerk had met with Officer to confirm verges / open space areas in the village.  Playing Fields Association had claimed money for recent equipment purchased, and refurbishment money would be claimed soon.  No other money now needed using urgently.

e.       There were no other urgent financial matters

 

1007/12    Planning

            The Council had no objections

10/02861/PNAFUL         Erection of barn.   Land off Menwith Hill Road

The Council neither supported nor objected to the application but made comments regarding possible adverse impact on the appearance of the surrounding area in the AONB, and possible future residential development.

1007/13    Correspondence received by the Clerk

a.      Information Commissioner

It was reported that confirmation of registration under Data Protection Act had been received.

b.      Harrogate Borough Council

Notification of consultation meetings with Parish Councils.  30 November at 6.30p.m. in Pateley Bridge Council Offices had been received.  Items for agenda needed by 18 November

c.       Yorkshire & Humberside Regional Training Partnership

Notice of training conference in Scarborough 24-26 September.   Cost £330 had been received.

It was agreed that the Clerk would not to attend this conference

d.      Nidderdale Strategic Partnership

It was noted that Parish Council representation to the above will be agreed at its next general meeting and expressions of interest / nominations will then be requested

e.      Marton cum Grafton Parish Council

A letter had been received requesting support re opposition to NYCC waste management scheme at Allerton Park.  The Council discussed this issue, with input from Cllr Fort on behalf of NYCC. It was agreed that the Council would not send a formal letter of support to Marton cum Grafton Parish Council.

f.        Safer Neighbourhoods Summary Newsletter

It was noted that it was regrettable that there had been an erroneous reference to Darley, when the issue mentioned referred to Dacre. This had been reported to the Group, and Sgt Turner had agreed to place a correction in the next issue.

 

 

g.      RAF Menwith Hill

The Clerk asked all councillors to supply names of any additional guests to the Proms on the Hill 10 September to her so that security forms could be completed before 15 August.

h.      NYCC  Proposed Bus Service Reductions

A letter had been received explaining that cuts in budget meant that NYCC was looking at reducing bus services during evenings and weekends, and perhaps amending the times when concessionary fares were available. It was proposed that for Service 24 winter Sunday and Bank Holiday services would be withdrawn. The Council agreed that this was regrettable, although they understood that cuts in budget were leading to hard decisions. Consultation is on-going until 31 October and individual comments can be made to passenger.transport@northyorks.gov.uk

It was agreed to put this issue on the agenda for the September meeting,
so that a full response could be made by the Council. 

 

 

Other correspondence put into Circulation Papers

 

1007/14    Community Resilience Scheme

The Clerk confirmed that contact had been made with Mr D Houseman who had several pieces of useful equipment, including pumps, which he was willing to have listed within the plan. Other local landowners had also been contacted.  Squadron Leader D Elliott of RAF Menwith Hill had also agreed to ensure that personnel contributed to the Scheme, and information was made available.

Clerk and Cllr Anderson to keep the Council updated as the Scheme progresses

 

1007/15    Minor Matters & Items for the Next Agenda   

As above:          Consideration of response to NYCC re reductions in bus services

                        Items for agenda at HBC Parish Councils meeting in November

1007/16    Circulation Papers
were passed to Cllr Middleton for circulation.  To be returned to Clerk by 20 August

Cllrs were asked to ensure that the papers were circulated effectively during the holiday period.

 

1007/17    Date of Next Meeting

Date of next meeting 27 September in Darley Memorial Hall from 7.30p.m.

Then meetings on 25 October, 29 November 2010
